- Founding the Santa Clara County Rapid Response Network and Solidarity Network, which offer legal support, sanctuary, and emergency assistance for immigrants facing ICE threats.
- Advocating for local policies that separate local policing from federal immigration enforcement, including support for California’s SB 54.
- Hosting Know Your Rights training and building immigrant leadership to influence state and local reforms.
- Promoting San José’s designation as a “safe city” for immigrant families.
Housing
PACT affirms that “Home is Sacred” and actively works to combat housing injustice.
Key efforts include:
- Securing stronger tenant protections, rent stabilization measures, and anti-retaliation policies in San José.
- Supporting legislation like SB 567 and SB 4 to protect renters and build affordable housing, particularly on land owned by faith communities.
- Running community-led housing outreach such as “Convivios de Vivienda”, supporting those at risk of eviction and displacement.
- Calling for broader solutions such as guaranteed basic income, homeownership pathways, and protections for undocumented residents.
Mental Health
PACT addresses mental health as a community justice issue, especially in underserved neighborhoods.
Key priorities include:
- Expanding mental health resources in ZIP codes with high needs 95116, 95122, and 95127.
- Engaging faith communities to promote education, healing, and advocacy around mental well-being.
- Advocating for trauma-informed, culturally responsive services through public health and city partnerships.
- Framing mental health as essential to youth development, public safety, and long-term community resilience.
Public Safety
PACT works to reimagine public safety by building trust and accountability between communities and law enforcement.
Key initiatives include:
- Advocating for the transfer of police misconduct investigations from Internal Affairs to an independent oversight body (IPA).
- Leading community campaigns for body camera transparency, implicit bias training, and community policing reforms.
- Hosting “Beloved Community Dialogues” to promote healing and justice across racial and neighborhood lines.
- Calling for investments in non-police safety strategies rooted in community health and care.
